Erring colleges in Telangana face the heat
HYDERABAD: Education in Telangana is nothing more than a number game. With the number of educational institutions growing by the dozen, managements of these institutes are blatantly compromising on quality of education.The issue has now becoming a key concern for the state government, which has stepped up the ante against all erring educational institutions.
Until last year, the focus was more on the quality of education offered in engineering colleges, but now the state government has widened its horizon to include junior colleges, degree colleges and other colleges offering professional courses.
This, educationists believe is due to government's financial support to few private colleges. "A lot of private colleges have sought funds from the government. This has compelled the government to inspect all the colleges this year.Through inspections, government wants to know how to rationalise these funds in order to improve the quality of education," said M Kodandaram, president of Telangana Joint Action Committee.
For engineering colleges, the Jawaharlal Nehru Technological University (JNTU-H) has chalked out a draft regulation for affiliations this year. Due to the spat between erring colleges and the university last year, the JNTU-H authorities have brought in more clarity in the new draft.
"This year, the university plans to begin the affiliation process in tandem with the schedule of the All India Council of Technical Education," said N Yadaiah, registrar of JNTU-H. To bring in more clarity in the inspections, the university has constituted a fact-finding committees which shall visit each college and submit its report to the university .
Taking cue from JNTU-H, the Telangana State Council of Higher Education (TSCHE) decided to inspect degree colleges as well this year. According to a recent ministry of human resource development report, there are more degree colleges than required in the state, with 82% colleges in the private sector. In a bid to control the rapid rise of private colleges, the TSCHE will inspect the existing colleges before renewing their affiliations. "We stopped giving out permissions to new colleges from last year. In 2013, the erstwhile Andhra Pradesh government gave permissions to close to 300 private colleges," said T Papi Reddy, chair man of TSCHE. He further added the fee reimbursement scheme is another reason for spurt in private colleges and fall in the quality of education in the high r education sector. To make private unaided colleges offering professional courses such as BTech, MTech, B-Pharm, MBA and MCA, among others accountable, the government has constituted the admissions and fee regulatory committee (AFRC) this year. Last month, the committee sought financial statements of all the colleges to review and de termine the fee structure in these institutes. The intermediate education is also in a shambles in the state as close to 300 junior colleges will soon be disaffiliated by the Telangana State Board of In termediate Education (TSBIE) for flouting norms. During the affiliation process, the board found that out of total 1,943 col leges, close to 300 colleges were found to be unfit for conduct ing intermediate board exams scheduled from March 2. "The leniency showed by private junior colleges towards education quality prompted the board to conduct the intermediate exams in degree colleges. Two months prior to the exam, the board is now in the process of identifying degree colleges as venues for the intermediate exam," said a TSBIE official.
Educationists ascertain that quality issues continue to plague the higher education. "Government's inordinate delay in appointment of vice-chancellors, releasing of funds and recruitment of teachers has hampered the quality and standard of education in private colleges. The government should now fasten the process so that colleges affiliated to various universities can be made accountable," said Kodandaram.
